Titre : Article 70 : Répartition des compétences législatives entre la fédération et les Länder (Distribution of legislative powers between the federation and the Länder)

The regions (Länder) have the right to legislate in cases where this Basic Law does not confer powers on the Federation to legislate. The delimitation of powers between the Federation and the regions (Länder) shall be carried out in accordance with the provisions of this Basic Law.
